The distinctive character of Laguna Beach owes much to the open space that surrounds and weaves through our community. Preserving this open space ensures that Laguna continues to be a highly desirable community that our residents enjoy, and that each year draws millions of visitors. The importance of open space is recognized as one of the City’s most important goals in our General Plan, “[To] preserve and enhance the community’s natural environment and distinctive character in the region—a picturesque seaside community surrounded by hillside open space.” The Laguna Beach Open Space Initiative is the latest in a long, historic effort to ensure that we achieve this goal.

The Timing: Three Reasons the Open Space Initiative is Needed Now:
(1) State funds for open space in Laguna Beach are nearly gone.
(2) "Unbuildable” parcels could eventually be developed if property values
increase, technology improves, or new development criteria are adopted.
(3) A modest investment now, with today’s relatively low land prices, will create
value forever by preserving our distinctive community character, protecting
our property values, conserving precious natural resources and avoiding
costly practical problems. Preserving hillside parcels means less grading,
fewer drainage problems, and reduced traffic. Measure CC will increase by up to 20% the permanent open space inside the city limits.
